It's a possibility the federal government and many anti-drug activists are firmly against. What's more, the idea of marijuana being freely distributed and used has been taboo in the U.S. for decades -- an attitude perhaps best exemplified in 1936's over-the-top anti-marijuana film Reefer Madness debuted. The movie shows young adults falling to the deadly scourge that destroys lives and causes mass hysteria.
