Now can someone explain to me why Officer John Turner of Scotland Neck, North Carolina's police department felt the need to use a joy-buzzing compliance aid on an 61-year-old, disabled man with a hearing impairment who was riding down the street on a bicycle? Because that man is now dead.

6 foot 1 inch 230 pound rampaging gymgoer throwing around universal weight machines in an occupied gym versus a 61 year old deaf disabled man riding a bicycle down the street.

Just because he/she is a police officer doesn't mean that they joined the force for the right reason.
I once knew someone who was desperate to become a cop.....because he wanted to be able to carry a gun!

It appears the cop was scared to death (no pun) of some older guy on a bike.
If the old guy didn't respond to the cop when he approached from behind in his car, why didn't he go around him where he could then be seen?
